Bio

Dwayne A. Banks has a broad range of expertise in microeconomics, health care economics, econometrics, survey design and implementation. Most recently, he held the position of Vice Provost for Academic Resources at San Francisco State University. He has held other positions, including faculty member, administrator, expert consultant, corporate board member, and small business owner.

Professor Banks received his Ph.D. in economics from the University of California at Berkeley, and his B.S. and B.A. degrees in chemistry and economics, respectively, from the University of California at Irvine. His academic career began as an assistant professor of public policy at the University of California at Berkeley, Goldman School of Public Policy, where he taught graduate level courses in health care policy, health care technology and microeconomics.

He formerly served as dean of the School of Business and Leadership at Our Lady of the Lake University (San Antonio, Texas), as well as the university’s chief operating officer; and dean of the School of Business Administration at the American University in Dubai, where he led in establishing its subsequent AACSB accreditation.

His international positions have included appointments at the London School of Economics and the King’s Fund Policy Institute; and more than eight years as a senior health economist in Amman Jordan, under the auspices of Abt Associates, Inc., where he led teams that specialized in health care financing, hospital managerial reform, pharmaceutical inventory control, and the design and implementation of clinical practice guidelines. In 2006, he became the first international consultant to receive an outstanding services award from the Jordanian Ministry of Health.

In addition to his technical reports, Professor Banks’ scientific research in health care economics, and econometrics has been published in several peer-reviewed journals including Health Economics, Journal of the American Medical Association, Journal of the American Dental Association, Applied Economics, International Journal of the Economics of Business, Cambridge Quarterly of Health Care Ethics, Health Matrix Journal of Law-Medicine, and the Journal of Industry Competition and Trade. He is a recipient of the Atlantic Fellowship in Public Policy, by the British government.
