Compliance and Purchasing Intern

The University Affiliated Research Center (UARC) located at NASA Ames Research Center in Mountain View, CA. is a partnership between the University of California and NASA Ames. The UARC was established to increase the safety, effectiveness, and scientific impact of NASA's missions through the infusion of new technologies and research knowledge. The UARC’s primary mission is to perform mission driven multi-disciplinary, integrative research and technology development that supports NASA’s long term program requirements.

Overview

Are you interested in pursuing a career in law, business administration, or research administration? We are looking for a detail-oriented individual to support the UARC Compliance and Subcontracting Officer (“UCS Officer”). The UCS Officer is responsible for ensuring compliance with Federal, State, University, and contractual requirements. This involves researching and providing guidance and training on complicated regulatory and policy issues to senior management. The UCS Officer also issues subcontracts and purchase orders to organizations which support UARC research.

This internship will present you with the opportunity to understand how universities conduct research, how business contracts are formed and why, how US patent and copyright laws are applied to actual R&D operations, how to manage risk in a business setting - just to name a few examples. If you would like the opportunity to research analytically complex issues and presenting your findings verbally and in writing (memo and in Excel formats), then this may be the job for you. Responsibilities

At the direction of the UCS Officer:

  • Gain basic understanding of purchasing principles, the receipt and use of Federal funding, and the monitoring of subcontractors in accordance with Federal regulations.
  • Gain basic understanding of intellectual property regulations and concerns in support of UCS Officer.
  • Gain basic understanding of U.S. export control regulations and concerns in support of UCS Officer.
  • Gain basic understanding of university “openness in research” principles as they relate to access to research and publication rights in support of UCS Officer.
  • Conduct research on compliance, intellectual property, federal regulations, or other issues, and compile/summarize/present results.
  • Compile and analyze compliance and purchasing data from existing databases, or by contacting individuals and organizations to solicit and gather such data, and develop new Excel-based spreadsheets and databases as needed.
  • Assist with audits of UARC processes and personnel in the area of export controls, data management, publications, invention reporting, purchasing, and subcontracting.

Qualifications

  • Possesses strong written and verbal communication skills.
  • Experience researching, collecting, and preparing reports utilizing data from a variety of sources.
  • Excellent interpersonal skills including tact, diplomacy, flexibility to work with a diverse group of researchers, staff, students, and visiting scholars.
  • Problem-solving and decision-making skills with the ability to function independently with minimal direction/instruction.
  • Ability to prioritize work while meeting deadlines under time pressures and with frequent interruptions.

Availability

This is a year-long commitment. The selected student will be expected to work part time during the academic year and full time during the summer.
