Position Description: 

Conducts financial, operational, and/or compliance audits of various functions within the district; implements audit programs for district accounts, records, contracts, financial procedures and internal controls; provides oversight and training for various budget and accounting functions to improve internal controls as assigned; assists with reviewing, updating and creating policies in addition to reviewing transactions/compliance for accuracy; may prepare for and participate in union negotiations, budget meetings, board of education meetings, etc.; and performs other related duties as assigned.

Position Responsibilities: 

• Assists in creating and revising district accounting procedures, which set forth the standard operating procedures for district auditing requirements of various programs and activities.
• Performs audits by examining financial records and operational activities to ensure compliance with generally accepted accounting principles, federal laws, state laws, board policies, administrative directives, procedure manuals, internal controls, good accounting practices, sound business practices and other rules/regulations.
• Performs audits by applying established audit techniques and procedures to deter or detect waste, fraud or abuse.
• Assists in reviewing and evaluating the effectiveness of internal accounting controls over the district’s assets, operations, programs, contracts and activities.
• Performs substantive tests of financial records, systems, programs and projects to ensure adherence to all applicable laws, rules, regulations, policies, procedures, etc.
• Assists in obtaining, analyzing and appraising data as a basis for informed, objective opinions of the activities being audited for inclusion into audit reports.
• Assists in reviewing business operating practices during the course of conducting audits to make recommendations in audit reports to increase organizational efficiency and improve internal controls.
• Keeps informed of new developments in the district by attending meetings, relevant workshops, trainings, activities, and pertinent district-wide committees.
• Prepares for, supports and may participate in negotiation activities to provide analysis, evaluation and feasibility of proposals. 

Required Qualifications: 

Knowledge of:
• Generally accepted auditing standards and generally accepted accounting principles.
• Governmental funding, budgeting and accounting.
• Legal and procedural guidelines for accounting and financial transactions.
• Statistical sampling, data collection, evaluation and analytical techniques.
• Recordkeeping and interpretation of contract provisions and agreements.
• Strong analytical and problem-solving skills.
• Data collection and comparative analysis techniques.
• Microsoft suite (Excel, Word, PowerPoint, Outlook, etc.) and other software and applications.
• Effective oral and written communication skills.
• School and district policies, rules and regulations.

Ability to:
• Determine the best method to derive audit evidence such as statistical sampling, data analysis, interviews, benchmarking, etc.
• Conduct and participate in meetings, conferences, professional development and other trainings.
• Interact with staff and situations in an honest, confidential and forthright manner.
• Compile data to prepare complex reports and present them in various forums.
• Work cooperatively with departments and organizations to validate the integrity of the data and information gathered and reported.
• Conduct independent audits and present impartial results, recommendations and commensurate time frames.

EDUCATION, QUALIFICATIONS AND EXPERIENCE:

Education:
• Bachelor’s Degree from an accredited college or university in Business Administration, Accounting, Finance, Public Administration or a closely related field.

Experience:
• One (1) or more years of successful and progressive experience in bookkeeping or accounting.
• One (1) or more years of successful auditing experience.
• Demonstrated project management skills and abilities.
• Demonstrated high level of successful customer service with public.

Licenses or Certificates Needed:
• Possession of a valid California Driver’s License. Candidates must provide (and maintain) official motor vehicle driving record, and proof of compliance with district safe driving standards.
• Certified Public Accountant (CPA) license, preferred. If employee seeks a CPA license, District may provide supervision for the licensure process.

PHYSICAL EFFORT / WORK ENVIRONMENT:

Environment:
• Primarily indoor office.
• Frequently driving and visiting various district sites.
• Office setting with phones, computer work, customer contact, drop-ins and other communications.

Employees in this position must have/be able to:
• Observe safe lifting and carrying practices.
• Walk, climb, stand, stoop, lift and carry sufficient to perform tasks.
• Hear and understand speech at normal levels and on the telephone with/without assistive devices.

• Bend at the waist.
• Reach overhead, above the shoulders and horizontally; grasp.
• Sit for extended periods of time with intermittent walking.
• Dexterity of hands and fingers to use keyboard and office equipment.
• Drive and travel to various work and school sites, when necessary.
• Occasionally lift and carry up to twenty (20) pounds for short distances.
