Pac-West Telecomm has announced that Andrew Burroughs has joined
the firm as chief operating officer. In this position, Mr. Burroughs
will lead the company's network, sales, marketing, billing, regulatory
and legal initiatives. Mr. Burroughs's education includes an MBA from San Francisco State
